I have been tasked to tutor a struggling reader for one hour and a half period a week. He is a fourth grader that I assessed to be on a 2nd grade level. I don't want each meeting to be boreing and redundant. Does anyone have any ideas for some entertaining one-on-one phonics activites at a 2nd or third grade level? He also has a tendency to substitue words. What would be a good way to combat this?

I had to tutor a student that sounds similar to this one. I choose books on his level that were about things he really like to read- trucks, police, firemen, etc. He was excited to read, but he wouldn't grasp the story by the end. Every word that he subsitutued throughout the book I would write down. At the end of the story, I'd ask questions for comprehension and we'd review saying the "new" words and writing them as well.

Singing songs (and reading the lyrics) can be a great way to motivate a student to read!

If you have access to the internet, let your student play with www.starfall.com. It is a fun way to capture the student's attention in a non-threatening manner!

Starfall.com looks like a great program for the young reader.  It has tohe look of a "baby" site, though, and may turn off or offend older struggling readers.  Do you know of any sites or programs for the older student who is still struggling with reading?
